Membership Management Regulation
Chapter 1 General
1.To more effectively manage the membership system, strengthen the organizing construction £¬ protect the legal rights of its members, the China National Kennel Club (CNKC) £¨ shortened as CNKC £© is accredited by China Animal Agriculture Association £¨ shortened as Association £© to recruit members, which also hold an association membership at the same time.
2. CNKC is operating in a system of membership, the objectives of which is to build a normative member organization and a rapid passing-on industry information system, set and promote the implement of the behavioral standards in the animal husbandry, popularize information, experience available in the production, processing, science and technology, efficiently uplift the service quality of CNKC, promote and protect the healthy systematic development of the canine industry in China.
3. CNKC Secretariat is in the charge of the daily administrative management of CNKC.
Chapter 2 Membership
4. Full membership to this association shall be open to any agency, dealing in canine industry or relevant, such as management, production, scientific research, canine training, including administration organ, business enterprise, pets hospital as well as pets beauty parlor; be open to the social institutions; be open to any individual of Chinese nationality who breeds and likes dogs. Any individual of non-Chinese nationality who promises obeying the rules of Association could apply for the honorary membership.
5. The membership divides into three types organization membership, individual membership and overseas honorary membership.
6. Organization membership divides into District Organization Membership and Professional Organization Membership.
1). District Organization Member refers to the local organizations and institutions, the function of which is to manage, coordinate and guide the canine industry and the relevant industries, mainly including government department in all levels and canine associations.
2). Professional Organization Member refers to the organization which deals with canine industry (breeding, managing, teaching, researching and etc.) and relevant industries ( feedstuff, appliance, medicine, bacterin, medical treatment and etc.).
7. Applying process for Organization Members
1).Apply to CNKC or its authorized organization.
2).Fill in the CNKC Membership Application Form for Organizations
3).Business enterprise should offer business license (copy), approved by the department of local government, and the introduction to enterprise.
4).Social institutions should offer certificate of registry of juridical association (copy) and the association rules.
5).Checked up by CNKC Secretariat, all the documents should be delivered to standing council to ratify.
6) Pay the membership dues and the cost of the certificate.
7) Award the certificate.
8. Applying process for Individual Members
1). Apply to CNKC or its authorized organization.
2). Fill in the CNKC Membership Application Form for Individuals.
3).Offer two recent photos ,size in 2'.
4).Deliver all the individual datum to CNKC Secretariat or its authorized organization.
5).Checked up by CNKC Secretariat, all the documents should be delivered to standing council to ratify.
6) Pay for the membership dues and cost of the certificate. ¡£
7) Award the certificate.
9. Anyone will not be permitted to join the association for any of the following terms:
1). Individual, deprived of political rights or under criminal punishment;
2). Enterprise during the bankruptcy;
3). Abusing, throwing away canine or canine-eating individual;
4). Falsification of facts;
5). Other things, forbidden by State Laws or Statues.
6). Individual, with no or limited civil behavior ability.
10. Rights of members
1). Voting, electable Right;
2). Making suggestions and inspecting rights to the affairs of CNKC;
3).Priority of gaining technical guiding and information service;
4).Priority of publishing thesis, research achievements and products information on the CNKC periodicals.
5). Priority of attending the exhibition, fairs, Forums, competitions and other activities held by CNKC;
6). Privileged of releasing information, advertisement and exhibition in the activities, held by CNKC; ¡£
7). Priority of attending the domestic or overseas training or exchange activities;
8). Have a claim on the protection of its legal rights to CNKC;
9). Have a claim on CNKC to deliver its reasonable advises and suggestions to Government Department;
10). Rights to quit CNKC.
11. Obligations of Members
1).Abide by the rules and related statues, carry out the decisions of CNKC;
2).Actively promote the development of CNKC, protect the honor of CNKC;
3).Actively assist CNKC in organizing activities and offer to it necessary information and documents;
4). Popularize the knowledge of canine industry and popularize information of new technology, products, breeds;
5). Abide by the State Laws and Statues;
6). Register and pay dues on time;
7). Fulfill the appointed by CNKC tasks.
Chapter 3 Membership Fees
12. CNKC secretariat is responsible for the dues management.
13. The standard of Membership Fees:
1). Admission fee for Individual Membership is RMB20 per year, Membership dues is RMB10 per year;
2). Admission fee for Professional Organization Membership is RMB500 (including the cost of tablet and certificate), Membership dues is RMB 2000 per year. Professional Organization Member can recruit 8 Individual Members for free within the institution.
3). For District Organization Membership, admission fee is RMB 500 (including the cost of tablet and certificate) and no membership dues.
14. Fees and dues are mainly used in the following ways:
1). Provide members with information, propagandistic materials and Membership insignia.
2). CNKC administrative outlay;
3). Expenses on conducting activities;
4). Part of expenses on holding Representative Conference, Standing Council Meeting, Chairmen Meeting, Secretary-general Meeting and others;
5). Expenses on the favorable part for the Members to attend the national exhibitions and fairs.
6). Outlay for the commonweal which promotes the development of industry.
7). Prize money to the organizations or individuals, who greatly contribute to CNKC or the industry;
8). Outlay for dealing with the proposals of members and other stated in the Association Management Statute expenses.
15. Dues paying
1). Upon application for membership in this association, fees will be collected and will cover the applicant's dues until next year.
2). For fresh member costs and yearly dues should be due no later than one month since approved.
16. If the members quit CNKC or are removed from the CNKC, paid
dues and given donation will not be returned.
17. CNKC Membership fees yearly dues management is according to the national stated financial management system and under the inspection of Representative Conference, Financial Director and the revenue department.
Chapter 4 Membership Management
18. Organization Member and Individual Member should register punctually at CNKC Secretariat and its authorized organization every year, from 1st Jan. to 1st Mar.
19. Members, unregistered exceeding the time limit, are treated as quitting, and the list will be published on the media in three months after the registration close day.
20. Upon Year registration Members should hand in the registration materials and fill out forms by the way of mail or via the internet.
21. CNKC will give a reward to the outstanding organizations or individuals.
1). Organization member will be awarded by CNKC the title of Outstanding Organization Member or High-qualified Organization Member for its abiding by the laws and regulations, outstanding contribution and recognition of people.
2). Individual member will be awarded by CNKC the title of Outstanding Individual Member for his great contribute to the development of CNKC or the industry. The title of Special Contributor will be awarded to individual for his special contribution.
3). Different titles will be awarded to the excellent Organization Member or the Individual member for their active attending all the large-scaled activities held by CNKC.
22. Members, whose actions accord with any of following terms will be criticized, warned, even terminated of his/her qualification of membership by CNKC.
1). Without the permitting of CNKC, organize any activities in the name of CNKC, such as exhibition, technical training, Information consulting, as well as publishing periodicals;
2). Take activities relevant to business in the name of CNKC;
3). Connect with overseas organization in the name of CNKC, and in a result break the reputation of CNKC;
4). Not pay the yearly dues on time;
5). Badly infringe the rules and regulations of CNKC;
6). Violate the State Laws and get criminal punishment;
7). Enterprise with business license withdrawn by local government department or institution, excluded by local civil administration department;
8). Cause damage to China canine industry and have a bad effect;
9). Be absent from any activities of CNKC more than one year without a reasonable excuse.
The punished member will be exposed on the appointed by CNKC media.
Chapter 5 Quitting
23. If the CNKC member is going to quit CNKC, a written application should be put in to the CNKC Secretariat, then to Standing Council. After the permitting of the Standing Council, CNKC will write to the applicant to confirm the quitting of the membership.
24. Members, unregistered exceeding the time limit, delaying or refusing to pay the yearly dues, are treated as quitting.
25. Once member's quitting is confirmed, the CNKC Membership and the corresponding rights will be unable to maintain.
Chapter 6 Supplement
26. CNKC Secretariat is responsible for the explanation to current Statute.
27. Current Statute becomes effective since issue date.
